The gentleman's amendment which he has presented today is worthy of consideration. I just want to say why, as a person from California, Historically Black Colleges and Universities are important. Several years ago, the Governor of the State of California ended affirmative action. Very few African American and Latino students now are able to attend the University of California, and that is a tragedy. What we have found is that the majority of African American students now are going from California to Historically Black Colleges and Universities. They have saved the day for our young people in California. So I am very clear on what may or may not happen. I look forward to working with you and the chairman as we go to conference on this. But I just want to say on behalf of those African American students in California, that they need as many opportunities as they can get because of what happened in terms of the decimation of equal opportunity programs and initiatives that would allow them into the University of California.”
