Madam Speaker, the insidious and the sinister nature of this Bush budget is that so many of these efforts and programs which have been eliminated or cut affect the African American, the Latino and the Asian Pacific Islander communities. They affect low-income individuals, poor people. Now, what kind of values do we have if we are going to do that? That is not the American way from what I know. I think we need to make sure that the country understands that there are communities that are impacted by this budget, and then there are communities that are severely impacted by this budget and will take us back 50 years if this passes.
