Mr. Chairman, today we really do stand at the crossroads in this global battle gains HIV/AIDS. With an estimated 42 million individuals infected worldwide, the disease has already devastated the African continent, where 30 million people, 30 million, are currently living with AIDS and over 11 million children have been orphaned by this pandemic. Throughout Africa, AIDS has had a devastating impact, not only on health, but on education, agriculture, the economy, the military, on governments, as people at all levels of society have struggled to cope with this disease. Even now, the ongoing famine in Sub-Saharan Africa has been aggravated by the AIDS crisis.
