Mr. President, just 2 weeks after the Senate passed a 10- year balanced budget, we find ourselves on the very brink of passing a bill that would promptly unbalance it. We find ourselves on the brink of passing a bill that would promptly unbalance the balanced budget we just passed to the tune of $141 billion over the next decade. This is exactly the kind of bait-and-switch behavior that has eroded the public's trust in Congress in recent years. To honor the promises we made to each other and that we made to the American people, my amendment would simply subject H.R. 2 to the same pay-as-you-go budget rules that cover other spending bills in Congress. Paying for the new spending in this bill is the right thing to do, and we just passed a budget promising we would do exactly that. My amendment does nothing more than hold us to this very promise.
