Mr. Chair, I have an amendment at the desk. The CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 3, beginning on line 3, strike ``Beginning'' and all that follows through ``Act'' on line 4, and insert the following: ``Beginning on the earlier of the date that is 60 days after the date of enactment of this Act or the first day of the fiscal year that begins after the date of enactment of this Act''.
