None of the funds made available by this Act may be made available to carry out the provisions of the guidance ``Gender Identity Non-Discrimination and Inclusion Policy for Employees and Applicants'', signed by the Secretary of Health and Human Services, Xavier Becerra, on October 11, 2023.
