As the designee of Mr. Norman of South Carolina, I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: At the end of the bill (before the short title), insert the following: Sec. __. None of the funds made available by this Act may be used to consider the social cost of greenhouse gases in the development and implementation of a budget for a Federal agency, in any Federal procurement processes, or when preparing an environmental review pursuant to the National Environmental Policy Act of 1969 (42 U.S.C. 43217 et seq.). The Acting CHAIR. Pursuant to House Resolution 1370, the gentleman from Tennessee (Mr. Ogles) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Tennessee.
