Mr. Chair, my amendment adds a sense of Congress that acts of violence committed on the campus of an institution of higher education are not protected under the First Amendment to the Constitution. We cherish free speech in America. It is the foundation of our democracy, a beacon of liberty, and an essential right for every citizen. We must remember that the First Amendment draws a clear line. It protects peaceful expression, not violent acts. Mr. Chair, I reserve the balance of my time.
