Upon information which I considered reliable, I assumed in my message of the 15th of May last that the population of Colorado was not more than 30,000, and expressed the opinion that this number was entirely too small either to assume the responsibilities or to enjoy the privileges of a State.

The bill not only prohibits the adjudication by the Supreme Court of cases in which appeals may hereafter be taken, but interdicts its jurisdiction on appeals which have already been made to that high judicial body.
I have been unable to find in the Constitution of the United States any warrant for the exercise of the authority thus claimed by Congress.
The bill fails to provide in what manner the State of Arkansas is to signify its acceptance of the 'fundamental condition' which Congress endeavors to make unalterable and irrevocable.
