More from Andrew Johnson
I have been unable to find in the Constitution of the United States any warrant for the exercise of the authority thus claimed by Congress.
To the House of Representatives: I transmit herewith a report and accompanying document, in answer to a resolution of the House of Representatives of the 11th ultimo.
For these objections, and many others that might be presented, I cannot approve this bill, and therefore return it for the action of Congress required in such cases by the Federal Constitution.
To the House of Representatives: I transmit herewith a letter from the Secretary of the Navy, in reply to the resolution of the House of Representatives adopted on the 26th instant, making inquiries relative to a naval force at Hayti.
