I herewith lay before the Senate, for its constitutional action thereon, a treaty concluded in the city of Washington on the 18th February, 1867, between the United States and the Sac and Fox tribes of Indians of the Mississippi.

I have this day removed Mr. Stanton from office and designated the Adjutant-General of the Army to act as Secretary of War ad interim.
You here admit that from the very beginning of what you term 'the whole history' of your connection with Mr. Stanton's suspension you intended to circumvent the President.
The bill not only prohibits the adjudication by the Supreme Court of cases in which appeals may hereafter be taken, but interdicts its jurisdiction on appeals which have already been made to that high judicial body.
In answer to a resolution of the House of Representatives of the 18th ultimo, relating to the report of Mr. Cowdin, I transmit a report of the Secretary of State and the document to which it refers.
