More from Andrew Johnson
In answer to the resolution of the Senate of the 5th of February, last, calling for the correspondence upon the subject of the murder by the inhabitants of the island of Formosa of the ship's company of the American bark Rover
By direction of the President, Brigadier and Brevet Major-General Irvin McDowell is assigned to the command of the Department of the East.
I communicate, for the consideration of the Senate, a report from the Secretary of State, accompanied by a copy of a dispatch recently received from the acting United States consul in charge of the legation at San Jose, Costa Rica.
I would therefore recommend such an amendment of the Constitution as may remove all intermediate agency in the election of the President and Vice-President.
