Brevet Major-General Edward R. S. Canby is hereby assigned to the command of the Second Military District, created by the act of Congress of March 2, 1867, and of the Military Department of the South, embracing the States of North Carolina and South Carolina.

To the House of Representatives: I transmit herewith a letter from the Secretary of the Navy, in reply to the resolution of the House of Representatives adopted on the 26th instant, making inquiries relative to a naval force at Hayti.
The bill fails to provide in what manner the State of Arkansas is to signify its acceptance of the 'fundamental condition' which Congress endeavors to make unalterable and irrevocable.
