I communicate, for the consideration of the Senate, a report from the Secretary of State, accompanied by a copy of a dispatch recently received from the acting United States consul in charge of the legation at San Jose, Costa Rica.
To the House of Representatives: I transmit herewith a letter from the Secretary of the Navy, in reply to the resolution of the House of Representatives adopted on the 26th instant, making inquiries relative to a naval force at Hayti.
I have been unable to find in the Constitution of the United States any warrant for the exercise of the authority thus claimed by Congress.
I would therefore recommend such an amendment of the Constitution as may remove all intermediate agency in the election of the President and Vice-President.
