To the Senate of the United States: I transmit herewith, for the constitutional action of the Senate, a report from the War Department, accompanied by a treaty with the Saganaw tribe of Chippewa Indians.
If we turn to our relations with foreign powers, we find our condition equally gratifying.
For the several reasons above assigned, the President disapproves the opinion of the court, and remits to it the proceedings in question.
I transmit a report * from the Secretary of State, together with the documents by which it was accompanied.
