To the Senate: I transmit herewith a report from the Secretary of War, communicating the original letter from Major Davis and the statements which accompany it, referred to in the resolution of the Senate of the 8th instant.

Hatford for losses and expenses incurred by them under circumstances explained in the accompanying papers.
