Over the last 20 years, Democrats may have used this procedure 5 times--5 times in 20 years. This procedure has been used five times in 1999. We will have a lot more to say about the extraordinary utilization of this concept of filling the tree and how undemocratic and unfair it is to the process and to the institution itself. We have to find a way to fix it.
