The Conservation Security Program was an important part of the 2002 farm bill. It holds tremendous potential to help our farmers and ranchers clean up the environment. I, too, concur that the Senator from Iowa's statements about the intent of this conference report. I truly appreciate the bipartisan commitments of my colleagues to ensure that the CSP is implemented and operated as we intended.
