“I mentioned that the tribes in my State have indicated that they would like to run their own programs, but it is possible that some will decide it is not feasible for them to do so. The way this proposal is currently structured, if this happens, I would want to make sure that any unused funds revert to the TPA, and not the U.S. Treasury. Is it the committee's intent that, if all of the funds are not used 60 days prior to when they would otherwise lapse, they would then revert to the TPA fund to be allocated according to the program's formula?”
