It is not only a contradiction, it is a sad irony that somehow in the name of economic security we can, according to their approach, pay a company $1 billion-plus, but we can't find a way to pay for $1 billion in bioterrorism and food safety. We can't afford that. But we can afford $1 billion retroactive payments to some of the largest corporations in the country. How ironic. How incredibly misguided that is. Yet that is the debate.
