The Clerk read as follows: At the end of the bill (before the short title), insert the following: Sec. __. None of the funds made available by this Act may be used to prepare an environmental impact statement in accordance with the National Environmental Policy Act of 1969 (42 U.S.C. 4321 et seq.) with respect to a health care facility of the Department of Veterans Affairs that is-- (1) designated as a National Historic Landmark by the National Park Service; and (2) located in a highly rural area.
