“As I was listening to the debate today on the floor, I could not help but be struck with the thought that the other side must have a severe case of schizophrenia, because our friends on the other side of the aisle were saying on one hand that we are spending Social Security, which we are not, and at the same time they were saying that we were not spending enough. And so you had two different messages coming out in the course of the debate that we had today. The reason that we are not spending Social Security is because we made a conscious decision, a deliberate decision as a matter of principle that the people who work hard in this country and pay the FICA tax, the payroll tax, ought to have some assurance that those dollars are going to go into their retirement security. And so we made that conscious decision a very long time ago.”
