“Madam President, before I begin, I want to mention the severe storms that hit eastern South Dakota last Thursday. I visited Castlewood on Saturday, which is among the communities that was hardest hit, to get a look at the damage, and it is extensive. Homes and a school have been damaged, destroyed.
