“This is the President's energy proposal. It is about 170 pages long and I will put that next to the last administration's energy proposal, which I cannot find, oh, that is right. They did not have an energy proposal for the last 8 years. This President has assumed leadership, has taken the initiative, has put together a comprehensive, specific and detailed plan to help address this country's energy problems. And as the gentleman from Colorado noted earlier, you know we come over here a lot of times and things get a little hot from time to time, but this is not a partisan issue. This is not a Republican problem or a Democrat problem. This is an American problem. President Bush has laid out an American solution.”
