I would suggest that we have to figure out, as part of our deliberations, and whether that is in the form of legislation or working with the Department of Justice, to address this issue of lack of competition.

It’s fair to say that there is a consensus view around here that it is time for the ODNI to be scaled down.
For the most part our members buy into the idea that we are a team. If we’re going to succeed, we’ve got to succeed together, and that means sometimes holding hands and just doing hard things.
I’m hoping that when we get the information, more information about the memorandum of understanding, we’ll have a better sense about what the path forward is.
That is something that I intend to bring to the floor for a vote before the August break.
