The following Senators are necessarily absent: the Senator from North Carolina (Mr. Burr), the Senator from Louisiana (Mr. Cassidy), the Senator from Utah (Mr. Lee), the Senator from Arizona (Ms. McSally), the Senator from Alaska (Mr. Sullivan), and the Senator from Pennsylvania (Mr. Toomey). Further, if present and voting, the Senator from Louisiana (Mr. Cassidy) would have voted ``yea'' and the Senator from Utah (Mr. Lee) would have voted ``nay.''
