Mr. President, I say to my friend from Massachusetts that if he would allow me to vote on the amendment, I would try to break that 35-vote threshold that we have seen, to blow through that cap. I appreciate the fact that the Senator shares the concerns I have about Iran. All I would say is I think what this provides is an additional safeguard as we move into this process and we have this treaty and a clearly established connection between what is a great threat, a regional threat and, I would argue, a threat beyond the region, certainly to our national security as well, the Iranian threat, and the relationship we have with Russia and this treaty and the good- faith effort that we are making through this treaty with the Russians to reset, that this would provide an additional level of assurance that they are, in fact, cooperating and that they are following through on the commitments they are making to the administration and to us as we debate this treaty. Again, I will not belabor the point. The point has been made. I do think this is a germane amendment. I take issue with the chairman's contention that it is not. But at this particular late hour and with his objection to this, I know I am probably not going to have an opportunity to have this amendment voted on, but I hope the issue continues to stay front and center, in front of this body and before the Foreign Relations Committee and the Armed Services Committee on which I serve. I don't think there is anybody that was targeted for whom the money matters. I think it's more the principle and making sure there's a remedy in the future.
