Thank you, Senator Whitehouse, for inviting me to join you today to discuss the National Oceans and Coastal Security Act. I know the creation of an ocean fund has been a longstanding priority of yours. I share Senator Whitehouse's understanding of the eligible uses for money granted from the fund. It is also worth noting that the National Fish and Wildlife Foundation, a congressionally chartered nonprofit organization, is explicitly prohibited in its authorizing legislation from providing grants that support litigation or advocacy.
