If you look at the relief that the President's proposal provides, it averages about $210 in tax relief to married couples, providing relief again from the marriage penalty, and does not address in a very fundamental way the serious issues at stake here. In fact, the President's proposal on the marriage penalty helps about 9 million American couples.”
