Absolutely. Nothing in this bill changes the fact that decisions to use public or private service should be up to local providers. We firmly believe that the public versus private question should be decided on the basis of local needs, not ideology. And most importantly, the Federal Government should remain neutral, and it should not intrude on local decisionmaking. The language in current 49 U.S.C. 5306 regarding private sector participation states that such issues are guided by local policies, criteria, and decisionmaking. This bill maintains this language, reaffirming Congress' commitment to local control on this issue.
