Do you believe that the Bush administration would endorse legislation of this consequence and of this importance if they felt that somehow their counsel had been inadequate or had been short? Or do you believe that the Bush administration felt very comfortable about its familiarity with the details of this legislation in issuing its recommendation for passage?”
