Given the support of this legislation by the Bush administration, including the Department of Defense, the Secretary of State, the Secretary of Commerce, it has been noted in this Chamber that somehow the Bush administration is not yet staffed up. Do you believe that the Bush administration would endorse legislation of this consequence and of this importance if they felt that somehow their counsel had been inadequate or had been short? Or do you believe that the Bush administration felt very comfortable about its familiarity with the details of this legislation in issuing its recommendation for passage?
