let me observe, having listened carefully to the chairman's remarks, that I think the differences we have are fairly straightforward, in a sense. On the one hand, our amendment says we have already come up with some safety provisions with an 80-percent guarantee rather than 100 percent, and so on. But what we are suggesting is that guidelines be adopted by the board, by Mr. Greenspan, by Treasury, and by USDA. They certainly have it within their prerogative to develop whatever guidelines they feel appropriate to ensure that the lending practices are secure and sound from the perspective of the taxpayers. The Senator from Texas, rather than relying on the Fed, the Treasury and USDA, is suggesting that he will impose guidelines statutorily. We now have, I believe, the consequence of, in effect, shutting out the CFC from participating in the program. I think we have a solid piece of legislation with the Johnson-Thomas- Grams amendment.

The other thing we have to acknowledge is one party's not going to get this done. And I know that's hard for Republicans to hear because so many Republican office holders have sold the American people a bill of goods that this can be done…
It is unrealistic to expect almost any piece of legislation to pass by unanimous consent, a bill that has just been introduced that exact morning. No matter how simple it is, there are going to be people who are going to object. So that is…
Well, I think an absolute onslaught of negative ads the last three or four weeks against me, they really worked. Told people I was a career politician, that I was a RINO, that I was a liberal, and we saw in the polling that that was…
Let's get on the bill. And then let's sit down in good faith. Let's hammer out amendments, and let's get the thing passed next week. Let's do that. That is all I am asking. I honestly hate to object to this. I don't want to. OK? But…
