Absolutely not. That section is intended to help public and private sector providers to better coordinate service and allow for more private investment in public transportation projects. Public providers of public transportation do our Nation a great service in providing affordable efficient service, lowering pollution, and easing traffic congestion. There is no reason to have a policy that favors private-public transportation service, and this language does not do so.
