“I mentioned earlier that there is no doubt this bill did go through more regular order than we have been used to over the last decade. But I think we also demonstrated that the massiveness of this bill, close to a quarter trillion dollars, over 2,300 pages, many of those pages dumped on us today, and now this managers' amendment package--we haven't seen it; a few Members have-- does not represent adequate regular order.
