If the Senator will yield, would the Senator agree that there is an appropriate time and place for a debate about whether Head Start should be continued or whether crop insurance should be continued or nutrition programs should be continued and at what level, and that the timeliness of that debate ought to be in the context of the appropriations process, rather than doing an end-run on the normal process and tying it to this badly needed legislation?
