Do I understand the ranking member of the Budget Committee correctly to say that what this budget proposes to do is to make room for a massive tax cut for those making over $1 million per year--not just millionaires but people who make $1 million each and every year--at a cost of $32 billion in the coming decade, and that we are going to have to borrow the money to provide for those tax cuts? In order to give multimillionaires a tax cut, we are going to borrow the money from Japan and China and then leave middle-class taxpayers to pay the debt service for the rest of their lives, literally, to cover the cost of that borrowing? That is absolutely astonishing. Is that what the Senator suggests this budget recommends that our Nation do?
