Mr. Chairman, I yield myself the balance of my time. My good friend from Kentucky, and he is my good friend, more or less has just said that the amendment can't go through because it's impossible for TransCanada to certify what they said was true. They've misled us. I think we just ought to be honest with the American people. It's obvious from the discussion today and from past discussion that this steel is not being manufactured in North America. It may be finished in North America at some of these plants, but no steel was made in North America. Congress has been misled. This is not a way for a company to do business. They're a private company. They can use anybody they want. What they can't do is lie to Congress. Mr. Chairman, I ask for a ``yes'' vote, and I yield back the balance of my time.
