Mr. President, the actual text of the application for this earmark says it is to develop a nationally accredited in-hospital birth center, a midwifery unit; to provide healthy birthing individuals the choice to give birth in protected, dedicated space for normal physiologic birth; reduce the risks and costs of instrumental births and surgical delivery; and reduce hospital length of stay, thereby reducing healthcare costs--also training midwives.
