Madam President, today I rise to offer my support for the President's request for immediate supplemental assistance for the Federal Emergency Management Agency. This funding will enable FEMA to continue to provide critical aid to victims left in the wake of Irene's deadly path, and victims of other natural disasters that have struck throughout the country. My home State of Rhode Island has experienced two major disasters in the last couple of years, so I know firsthand how hard homeowners, businesses, and municipalities have struggled to recover, even with Federal assistance programs. This is not the time to play politics. If Congress fails to provide this emergency funding between now and September 30, we run the risk of completely running out of disaster funds. Our fellow Americans need this funding to recover from catastrophic disasters. Mother Nature does not distinguish between blue and reds States, and both Democratic and Republican Governors--and in Rhode Island's case an Independent Governor--have asked for immediate disaster aid. This supplemental funding will help replenish FEMA's Disaster Relief Fund, which pays for Federal disaster response and recovery activities. The fund has been running dangerously low as a result of the devastating tornado in Missouri, tornados in Alabama, major flooding in the Midwest and South, wildfires in Texas, and the historic flooding caused by Hurricane Irene and Tropical Storm Lee.…
