I note that my distinguished colleague from Massachusetts has arrived. We have an order in place in which the Senator from Massachusetts is to be recognized at the conclusion of my remarks and that the distinguished Senator from New Hampshire, Mrs. Shaheen, is to be recognized at the conclusion of Senator Markey's remarks. With that, I yield the floor to the coauthor of the Waxman-Markey legislation, the person who had done the most successful work to try to solve this climate problem at a time when the situation was slightly less desperate.
