However, it is unclear if this will limit the damage from the spill or cause even greater harm.

If there are no adequate technologies or no safe chemicals to respond to spills, then drilling simply should not be allowed.

I think the notion that these are uncharted waters, we need to make sure that we apply adequate science to it.
