I note that the President and Leader Reid have both indicated a very open willingness to negotiate on virtually anything. But in light of the difference the Presiding Officer pointed out on the floor a moment ago between good-faith negotiating under our established constitutional procedures and negotiating while holding hostage either the continuing operation of the Federal Government or a U.S. default on its obligations for the first time in history, that that difference does indeed bear on this discussion.
