I rise today in support of commonsense legislation to address the epidemic of gun violence in America. In the aftermath of the Newtown tragedy, Americans across the country began a solemn discussion about gun violence, and an emerging consensus has formed around several much-needed reforms. The Senate Judiciary Committee heard compelling testimony in support of these measures, we debated them, and we reported them to the full Senate. It is time now for the Senate to debate and pass this legislation. We can achieve greater safety in our schools, movie theaters, churches, and malls, and on our city streets, without infringing on anyone's constitutional right to bear arms. A large majority of the public wants to keep dangerous weapons off the streets and out of the hands of criminals. The legislation that we are voting on includes several important provisions. First, it would close loopholes that allow millions of gun purchasers each year to evade the background check system without scrutiny. Under current law, a convicted felon, a drug addict, a domestic abuser, or someone who has been determined by a court to be dangerously mentally ill, can easily evade background checks by purchasing firearms at a gun show or online. The American people understand that allowing so many gun purchasers to evade background check laws does not make sense: Universal background checks are supported by over 90 percent of the public.…
