Madam President, I ask unanimous consent that when the Senate completes its business today, it adjourn until 12 noon, Wednesday, August 3; that following the prayer and pledge, the morning hour be deemed expired, the Journal of proceedings be approved to date, the time for the two leaders be reserved for their use later in the day, and the Senate be in a period of morning business for debate only until 1:30 p.m., with Senators permitted to speak therein for up to 10 minutes each; further, that the order with respect to Treaty Document 117-3 be modified to reflect the following, with all previous provisions remaining in effect: Sullivan amendment No. 5192 and Paul amendment No. 5191.
