The PRESIDING OFFICER. Without objection, it is so ordered. The question is, Will the Senate advise and consent to the following nominations en bloc: Mark W. Libby, of Massachusetts, a Career Member of the Senior Foreign Service, Class of Minister-Counselor, to be Ambassador Extraordinary and Plenipotentiary of the United States of America to the Republic of Azerbaijan; and Edgard D. Kagan, of Virginia, a Career Member of the Senior Foreign Service, Class of Minister-Counselor, to be Ambassador Extraordinary and Plenipotentiary of the United States of America to Malaysia?
