The text of the amendment is as follows: Page 3, after line 9, insert the following: ``(4) Rule of construction.--Nothing in this section shall be construed as impacting the authority of the President or the Secretary of Energy to initiate a drawdown of petroleum products from the Reserve in order to lower gas prices.''.
