The text of the amendment is as follows: Page 2, line 13, strike ``date of enactment of this subsection'' and insert ``date this paragraph takes effect described in paragraph (4)''. Page 3, line 9, strike the closing quotation mark and the final period. Page 3, after line 9, insert the following: ``(4) Effective date.--Paragraph (1) shall not take effect until the date on which the Secretary determines that implementation of paragraph (1) will not negatively affect consumers the homes of which are heated using heating oil or other petroleum-based fuels.''.
