This bill is probably the best example of what anybody could call bipartisan legislation. It is here today. It may be small. But it is indeed the first effort that we have seen in this Congress of a bipartisan piece of legislation, so I compliment them both. As a former small business owner, Mr. Chairman, I, like many of our colleagues, was besieged with Federal paperwork, working nights and weekends, taking time away from my family and my clients to be able to fill in those forms. This act will help change that. More importantly, one of the things that we have heard in this Congress time and time again is that we must teach our children about computers and being more literate in that electronic field. This now forces us to also recognize the Federal Government must be literate in that area. It forces them to be on the state of the art in terms of technology. It forces us to finally get into the 21st century. It is a great piece of legislation. It may be small, but it moves us in the right direction, not only for businesses but for a bipartisan Congress.
