I understand the gentleman's effort to try to make some amends, but it would seem to me that whether one is serving presently or one has served in Vietnam and one has provided that service to this country, the motivation for the gentleman's amendment would be indeed to provide some kind of an allowance for someone to contribute to a campaign by way of serving in the military, and I would think if anyone served 5 years ago, 10 years ago or 20 years ago, they would be eligible for the same merits that the gentleman is giving to the people who are presently serving in the military.
