I am just a poor kid from Pawtucket, RI, and when we talk about work, we mean about rolling up your sleeves, working together, agreeing to disagree but coming out with a budget. What we have seen, though, unfortunately is a lot of political rhetoric about it is not fair to the children, we are not following through, this is a curve ball. The fact of the matter is whether you are in Pawtucket, RI; Westerly, RI; Texas; Washington; or Washington, DC, the issue before us is, let us get together and work on a budget that works. The President submitted a budget on February 6. It balances by 2002. The Blue Dogs submitted a budget. The Black Caucus submitted a budget. But the Republicans have not yet, not today and not tomorrow, submitted one issue that is regarding a budget. Not even an amendment. Not a plan. If we are really talking about bipartisanship, if we are talking about Hershey, PA, if we are talking about doing the things that all the people in my district in Rhode Island believe in, we should be then debating the issues of the President's budget, the Blue Dog budget, the minority caucus budget, and hopefully elements that you believe in, but let us debate them. Let us put them on the table.
