This amendment treats native Americans as if they are criminals, and it is dead wrong. I ask my colleagues to join me in voting against the Visclosky-Istook amendment and upholding the Constitution of the United States, which we were sworn to uphold in article I, section 8, clause 2 of the U.S. Constitution.
